Why is the gap between provinces so wide?
The practical gap is 38.49 percentage points, far wider than on the theory test. The practical is not machine marked: an examiner assesses it, on real roads, over about twenty minutes.
Driving conditions differ a great deal between areas, as does how many candidates reach the test and with how much practice behind them. This data cannot isolate the cause, so the page reports the figures with their source and goes no further.
